Due to inert pair effect, Pb +2 is the most stable among all. Generally, relative tendency, to be in higher oxidation state of elements of same group, increases as we move down the group. But due to inert pair effect, 6th period elements are more stable in lower oxidation state compared to higher oxidation state; this happens only in 13 to 15 group elements.
